Inside Global City: Gurugram's Rs 1 Lakh Crore Bet on Dwarka Expressway

For nearly a decade, Global City existed mostly on paper — a bold promise of a state-built township that would one day rival the skylines of Singapore and Dubai. That promise is finally taking physical shape. According to a senior official cited in recent reporting, around 80 per cent of the physical work had been completed and that the remaining work was expected to be completed by December. For homebuyers and investors who have watched Dwarka Expressway transform over the past few years, this is the milestone that changes the conversation from speculation to serious planning. The scale of the project is hard to overstate. Global City Gurugram is a mixed-use smart township spanning 1,002.36 acres across Sectors 36, 36B, 37, 37A, and 37B along the Dwarka Expressway. It is being developed by the Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC), a 100% State owned Infrastructure Development agency of the Govt. of Haryana. The idea of an integrated business-and-living hub on this land is not new; the idea of an integrated commercial hub on this stretch of land goes back to 2016, when then industries minister Vipul Goel described a proposed 'Global City' as a node of the Delhi-Mumbai Industrial Corridor. The project went through a long stop-start journey before construction picked up pace: the site was carved out of a larger 1,383.68-acre parcel acquired in 2006-07 and formally returned to HSIIDC in 2014 after earlier SEZ plans were abandoned, with the project first floated in 2016, announced in 2019 and relaunched in 2023. On the ground, the numbers behind Phase 1 tell the story of a genuine infrastructure push rather than another paper announcement. HSIIDC awarded a contract worth around Rs 9.4 bn for first-phase infrastructure covering roughly 570-587 acres in 2023 and has conducted multiple e-auctions for mixed-use and institutional plots. That first phase includes serious underground work: Phase-1 builds 13 km of internal roads and a 10.7 km underground utility tunnel for power, water and data, plus an 18-acre, 350-million-litre reservoir for reliable water supply. Connectivity is being engineered from multiple directions at once. A grade-separated interchange coupled with an underground link is under construction for direct access to the Dwarka Expressway, a new wide arterial road is being developed near Narsinghpur to connect to NH-48, and connectivity to Manesar and the KMP Expressway will be strengthened through Pataudi Road. What has caught the attention of homebuyers and market watchers alike is the roster of developers circling the project. Several established Gurugram developers, including Signature Global, M3M India, DLF, Godrej Properties and Sobha, have shown interest or acquired parcels. HSIIDC's model here is different from how Gurugram traditionally grew. HSIIDC's approach is to develop trunk infrastructure such as roads, power substations, water and sewage networks through government funding and contractor tenders, then recover costs and generate revenue by auctioning individual plots to private developers under a mixed land-use format. This is a marked departure from the older Gurugram model: unlike older Gurugram, which expanded incrementally from the 1990s through multiple private developers operating on individually licensed colonies, Global City is being planned as a single integrated township. Signature Global's interest in Global City fits a broader pattern of the developer doubling down on the Dwarka Expressway corridor and Gurugram at large. The company already has a strong footprint nearby with projects like Signature Global City 37D and De-Luxe DXP along the same stretch, and continues to expand its land bank aggressively — most recently signing a project collaboration agreement for a fresh land parcel in Gurugram and tying up with Tonino Lamborghini for a branded luxury residential project in Sector 71. A plot win inside Global City would give the developer a foothold in what is being pitched as the region's next major business district, right as infrastructure spending here starts to visibly convert into roads, tunnels, and reservoirs on the ground. For homebuyers, the ambition attached to Global City is considerable. Global City is being positioned as the prospective Central Business District for the entire NCR, attracting an estimated investment potential of Rs 1 lakh crore, approximately $15 billion. The government has also floated plans for a landmark structure at its heart — Haryana CM Nayab Singh Saini has sought a special action plan to complete basic infra and to build an 'iconic tower' at the project site within three months, directing officers while chairing a review meeting of the state's Pragati Portal. Whether that tower timeline holds, the broader signal is clear: state-backed infrastructure on Dwarka Expressway is now converting into visible, dated milestones rather than open-ended promises, and that shift is precisely what private developers like Signature Global appear to be positioning around. For anyone tracking Gurugram real estate, Global City is worth watching closely over the next few months. December 2026 is shaping up as the first real test of whether this decade-long ambition can deliver a functioning first phase — and whichever developers secure plots here will likely shape how the corridor's next chapter of pricing and demand plays out.
